Overview of the Standard Electronic Medical Record Introduction Edition

In June 2023, the government's Medical DX Promotion Headquarters released a roadmap stating that development and introduction of cloud-based electronic medical records compliant with standard specifications would be promoted.

The standard electronic medical record introduction edition (hereinafter "introduction edition") will begin a model project around autumn 2026 and aims for release within fiscal year 2026.

The core concept of the introduction edition is to maintain existing paper-based or current electronic medical record workflows while enabling compliance with the national Medical DX initiative. The system will provide functions such as viewing "medical information referral documents" and "test data" from hospitals and clinics using the national electronic medical record information sharing service, sending "medical information referral documents" to hospitals and clinics, issuing electronic prescriptions, and linking with outsourced testing facilities to register in-house "test data" into the national electronic medical record information sharing service.

Therefore, the introduction edition will implement only a minimal set of functions, including data linkage and reference with the electronic medical record information sharing service, linkage with the electronic prescription management service for external prescriptions and acquisition of dispensing information, and acquisition of laboratory test results. For this fiscal year, design and development will proceed based on the fundamental requirements established in fiscal year 2025.

The government aims to introduce electronic medical records capable of sharing necessary patient medical information across virtually all medical institutions by 2030.

The PWG consists of private companies and organizations actively engaged in Medical DX and healthcare information system innovation, providing input on technical specifications of the standard electronic medical record and supporting its design, development, and trial phases.

Review of documents, mockups, source code, test specifications, and other materials prepared by the system modification and operations contractor

Deliberation on technical and practical operational concerns, challenges, policies, and countermeasures related to implementation in design and development

Participation in meetings on specific thematic issues
