The Japan Association of Minpaku and Small-scale Accommodation Operators (JAMM) is participating in the 'Osaka Minpaku Future Council,' which was launched on May 28, 2026, to discuss the future of private lodging in Osaka. In recent years, the rapid recovery of inbound tourism in Osaka has increased the demand for accommodation, necessitating a stronger reception system. While facilities utilizing the special zone Minpaku system have complemented hotels and ryokans, concerns regarding coexistence with local residents, noise, waste management, and operational standards have been raised. Consequently, Osaka City plans to suspend new registrations for special zone Minpaku from the end of May 2026. In response, the council was established to organize the current status and challenges of private lodging and to discuss sustainable models based on harmony with local communities. The council plans to hold three meetings between July and November 2026. The first meeting will focus on the role and challenges of private lodging in the local economy and tourism. The second will analyze the background of these issues, and the third will examine specific countermeasures to be compiled into a formal proposal.
