"Kids Bidding Quest" is a one-day career experience event where elementary school students learn about the public bidding system that supports our lives, brainstorm ideas for an "ideal city," refine them into formal proposals using generative AI, and present them to national and local government officials. As "representatives of companies tackling the challenges of a fictional city," children will consider the issues facing their own communities. After organizing their ideas by hand, they will use generative AI to polish them into formal proposals that include the background, objectives, and expected effects of their proposals. Finally, they will present their ideas to officials actually involved in city development at the national and local government levels, receiving evaluations and feedback from a professional perspective.
This is an experiential program that allows participants to simultaneously learn about the social system of public bidding and the concept of problem-solving using generative AI. The completed proposals can be taken home, making it useful for summer vacation free research projects.

Day's Program
Part 1: Mini Lecture "Who Builds Our Cities?" Explains the mechanism of public bidding – the collaboration between local governments and companies to build cities – to children through quizzes and familiar analogies.
Part 2: Bidding Quest (Proposal Creation with AI) Participants will consider proposals for an "ideal city" based on the theme of local community issues. They will create formal proposals from their handwritten ideas using generative AI and present them to national and local government officials. The officials will judge and provide feedback from an administrative perspective.
Part 3: Exchange of Opinions with Government Officials A time for children to convey their thoughts and wishes to national and local government officials. This is a valuable opportunity for adults to listen to the children's opinions and incorporate them into future city development.

Background of the Project: Why an "Auction" Experience for Children Now?
Our "cities," where we live every day, including schools, parks, libraries, and safe routes to school, are built through the combined efforts of national and local governments and companies. One of the mechanisms for this is "public bidding." However, despite being a system closely related to our lives, there are not many opportunities to learn about its workings.
Meanwhile, with declining birthrates and labor shortages, it is essential for diverse companies to participate in public bidding and bring new ideas to realize sustainable public services. The main source of funding for public bidding is taxes, but we believe that learning about the mechanism of how these taxes are used from childhood fosters a sense of "we can improve our own city ourselves" and lays the foundation for future interest in city development and public work. Furthermore, the ability to solve social issues using new technologies such as generative AI is one of the skills required for children who will lead the future.
As an intermediary support organization connecting the public and private sectors, Ululu has been working to revitalize the public bidding market and promote public-private collaboration through the operation of its public bidding information service "NJSS" and other services for approximately 18 years.
