Large-scale disasters occur almost every year in Japan, and many of the victims are elderly and vulnerable individuals. While local government disaster prevention measures primarily focus on developing 'knowledge, stockpiles, and evacuation routes,' actual evacuation actions often depend on physical abilities such as 'running, crouching, and helping' to determine life or death.

Wingate focused on this issue and developed the 'Disaster Mitigation Physical Fitness Measurement' program, which combines disaster drills with physical fitness testing.
