As the number of foreign travelers visiting Tokyo continues to rise, businesses in Tokyo's tourism sector are increasingly utilizing foreign talent to capture inbound demand.

To support tourism-related businesses interested in leveraging foreign talent, the Tokyo Metropolitan Government is launching a comprehensive support program featuring recruitment seminars, individual consultations, expert dispatch, and business Japanese training. These programs are offered free of charge.

Recruitment Support Seminar & Individual Consultation Experienced administrative scriveners specializing in residence status applications and experts in foreign talent management will lead the seminars. Individual consultations with the lecturers will be available upon request after the sessions.

Dates: Session 1: Wednesday, July 1, 2026 Session 2: Wednesday, July 29, 2026 Seminar: 14:00–15:30 Consultation: 15:30–16:00 (Online format; archives available)

Capacity: 30 participants per session (both days cover the same content)

Overview: - Recruitment strategies for those considering foreign talent. - Points to prepare before recruitment. - Precautions during recruitment to avoid trouble. - Concrete measures for preventing turnover.

Expert Dispatch Program Experts will conduct interviews and site surveys to clarify challenges and provide ongoing support for solving them.

Capacity: 20 businesses (up to 5 visits per business)

Experts: Ms. Kaori Aiko, Representative, Aikosmic Co., Ltd. Mr. Yusuke Hashimoto, Representative, Brick Labor & Social Security Attorney Office (Other experts tailored to specific needs are also available.)

Business Japanese Training Instructors specialized in hospitality and communication for the tourism industry will be sent to the workplace to provide tailored Japanese language training according to the industry type and language proficiency of foreign employees.

Application Period: May 26, 2026 – January 31, 2027 (Implementation period ends around mid-February 2027)

Capacity: 20 businesses (up to 12 sessions per business)
