Challenges
Lifelong learning information was disseminated through paper publications (lifelong learning magazines) four times a year, but timely updates were not possible, and there were limitations in reaching ward residents with information.
The lifelong learning-related pages on the ward's official website had deep site hierarchies, resulting in low accessibility to necessary information.
Due to the COVID-19 pandemic, in-person lectures were successively canceled, making it an urgent task to provide learning opportunities through digital means. At the same time, it was necessary to bridge the digital divide to ensure that those unfamiliar with IT were not left behind.
Measures
Based on thorough interviews with Ota Ward officials, a plan was devised to solve multiple challenges with a single solution: "the construction of a learning portal."
The design concept "Study × Community = Good Life" was established. A simple UI and high color contrast were adopted for intuitive use by a wide range of age groups.
Functions were designed and developed considering both the usage scenarios of ward residents and the operational flow within the ward office, including multi-administrator functions, full-text search, video viewing support, and access restrictions.
Following the launch, continuous operational support was provided to implement improvements and functional adjustments for enhanced usability.
Results
Ota Ward's lifelong learning website "Ota Manabi no Mori" (otamanabi-no-mori.city.ota.tokyo.jp) was launched.
A platform was realized that provides unified searching for lecture and event information, circle information, and video content viewing.
A multi-administrator system was established, allowing staff from multiple departments to register information themselves, thereby improving the information dissemination capabilities of the entire ward.
