Kawachinagano City and Disciplina Launch Policy Planning Workshop Using 'Jobs-to-be-Done' Theory

Kawachinagano City, Osaka Prefecture (Mayor: Shuhei Nishino), and Disciplina Co., Ltd. (Headquarters: Shibuya, Tokyo; President: Shingo Yamamoto), which supports corporate transformation, will hold a workshop for 19 leaders from the Kawachinagano City Growth Strategy Bureau. The workshop focuses on how to grasp regional issues and plan policies by utilizing the 'Jobs-to-be-Done' theory advocated by the world-renowned management scholar, Professor Christensen.

### Why 'Jobs-to-be-Done' Theory?

Traditional demographic data, such as '30s, parenting generation,' cannot explain the diverse behavioral principles of people. Jobs-to-be-Done is a framework that unravels the fundamental motivations (jobs) behind why people 'hire' (choose) a specific service or city. This project introduces this theory into local government management to derive 'policies that citizens and businesses choose' rather than following precedents.

### Purpose: Shifting Administrative Perspective from Service Provision to 'Understanding and Co-creation'

As population decline and lifestyle diversification progress, government needs policies that are more closely aligned with 'individual needs' than ever before. Kawachinagano City will analyze the deep psychology of what progress citizens and business operators wish to achieve in their lives and businesses using the Jobs-to-be-Done framework. This project is a pilot initiative where staff learn the thinking process to discover 'true issues,' and by communicating this process itself, the city demonstrates its commitment to transformation to society.

### Three Dialogue Themes for the Workshop

In this workshop, insights will be deepened in the following areas, including ongoing projects:

- Exploring the 'future' that parenting generations envision in this city. - Designing 'experiences that make you want to visit again' in the Minamihanadai area. - Cooperating with the 'ambitions' that local SME owners want to achieve.

### Future Outlook: Toward an 'Open Municipality' that Explores and Creates Together

This workshop is not meant to create a single finished policy. This is positioned as a starting line for a continuous process of exploring 'what can we do in this city' together with local businesses, the younger generation, and parenting generations. Disciplina will utilize the knowledge gained through this initiative to explore the possibilities of a sustainable regional ecosystem where government, businesses, and supporters work together, including future business reform for local companies and the introduction of AI and other technologies.
