Report on the Development of Smoking Separation Facilities in Nagoya

Planworks Policy Research Institute has published a report titled "Development of Smoking Separation Facilities in Nagoya City."

In recent years, the implementation of the revised Health Promotion Act, which strengthens indoor passive smoking countermeasures, has shifted smoking behavior outdoors, creating new challenges. In light of this situation, our institute has been conducting voluntary research to calculate the number of smoking areas needed in major cities.

As part of this initiative, this report examines the current state of the smoking environment and the direction for developing smoking separation facilities in Nagoya, a city that maintains its own regulations exceeding national laws, such as the "Peace, Safety, and Comfort Ordinance" and the "Ordinance to Protect Children from Passive Smoking."

- The study estimates that 398 smoking areas are needed throughout Nagoya city. - It estimates that 76 smoking areas are needed within the "no-smoking zones" designated by Nagoya City. Currently, there are only 3, indicating a need for further development. - Although redevelopment projects are continuing centered around Nagoya, smoking facility development often has a low priority in the redevelopment review process. Explicit incorporation into these plans is urgent. - In conjunction with this, it is necessary to systematically promote effective smoking separation environments by collaborating with multiple stakeholders, such as by raising subsidy caps in consideration of market rental rates and expanding target areas.

We hope that local governments and businesses will utilize this report as a reference for future deliberations to formulate concrete measures that achieve both thorough smoking separation and improvements in disaster prevention and landscape quality.
