MIRAIC Co., Ltd., provider of the LINE-based business support service 'KAKERU,' has begun offering 'Child Temporary Shelter Navi,' a system available to child consultation centers and facilities nationwide. The service is based on a temporary shelter search system that was fully implemented by the Child and Family Division of the Aichi Prefectural Government in fiscal year 2025. To encourage wider adoption, it is available for an initial cost of JPY 0 and a monthly fee of JPY 75,000 (including the LINE Official Account paid plan fee), with the first three months offered as a free trial.

◆ Purpose of 'Child Temporary Shelter Navi' The system aims to streamline the search and placement coordination process for temporary shelters, thereby reducing emergency response times. The goal is to lessen the time children spend waiting in distress and to alleviate the workload for both child consultation centers and shelter facilities. By making the traditionally phone-based coordination process more efficient, it helps move children to a safe and secure environment as quickly as possible.

◆ Development Background Child consultation centers conduct emergency temporary placements for children, day or night, when it is determined that they cannot live safely at home due to abuse or other reasons. However, a significant challenge was the lack of a real-time method to check facility availability. Each case required numerous phone calls to inquire about placement, leading to long delays in securing a shelter. During this time, children had to wait in an anxious state, causing significant physical and psychological strain.

◆ Pilot and Implementation in Aichi Prefecture To address this issue, MIRAIC, at the request of the Aichi Prefectural Government's Child and Family Division, conducted a digital transformation (DX) project to streamline coordination between child consultation centers and related facilities. A pilot program using 'KAKERU' during nights and holidays resulted in a significant reduction in the time from the initial inquiry to securing a shelter, from an average of 58 minutes to 22 minutes. The time from when a case was identified to when staff arrived at the child's location also decreased from an average of 2 hours 56 minutes to 1 hour 57 minutes, exceeding project targets. Furthermore, a survey of child consultation center staff showed that 94% felt it would lead to a reduction in their workload, confirming its effectiveness. Following these results, the initiative was officially adopted on November 27, 2025, and continues to be in operation.

◆ Pricing Recognizing that budget allocation and internal approvals can be hurdles for municipal system adoption, a plan with zero initial cost and a free three-month trial is offered.
