Community Network Center Co., Ltd. (Location: Nagoya City, Aichi Prefecture, President: Kazuhiro Yoshida, hereinafter "CNCI"), JPIX Inc. (Location: Chiyoda-ku, Tokyo, President: Tsuru Akihiro, hereinafter "JPIX"), and at Tokyo Inc. (Location: Koto-ku, Tokyo, President: Takashi Kuwabara, hereinafter "at Tokyo") will jointly open a new data center and connectivity hub in Nagoya City. Operations are scheduled to commence in April 2027.
Background
Against the backdrop of expanding use of cloud services, various content distribution services, and AI services, the need for improved data/traffic processing capabilities and low-latency connectivity environments is growing across the country. However, in existing data centers and connectivity hubs in each region, users have had to individually build and secure the facilities necessary for equipment operation, external communication, interconnection, and traffic exchange according to their specific needs, posing challenges in terms of operational burden and service procurement.
Features of This Initiative
While data centers and connectivity hubs are concentrated in the Tokyo metropolitan and Kansai regions, the biggest feature of this initiative is that three companies from different business domains will jointly open this hub in Nagoya City, Chubu region. This will improve convenience for users and lead to solutions for operational and service procurement challenges.
The roles of each company in this initiative are as follows:
CNCI: Provision of data center services and regional connectivity infrastructure (access lines) CNCI, as a telecommunications carrier in the Chubu region, will open "CNCI Nagoya No. 1 Center (NGO1)" in Nagoya City. In addition to data center services with monitoring and remote maintenance support at NGO1, CNCI will provide regional connectivity infrastructure for companies, municipalities, and public institutions utilizing this hub by connecting with access lines laid out by the 12 CNCI group companies, primarily in Aichi and Gifu prefectures.
JPIX: Provision of IX and high-bandwidth backbone As an IX (※1) provider, JPIX will offer IX connectivity in the Chubu region from this hub. By connecting to both JPIX Tokyo and JPIX Osaka IX segments using high-bandwidth backbone lines, it will enable traffic exchange destined for the Tokyo metropolitan and Kansai regions, as well as realize efficient interconnection with various networks in each region.
at Tokyo: Provision of ATBeX Nagoya Access Point (AP) for connection to diverse services Leveraging its operational expertise as a data center provider, at Tokyo will offer connectivity to major cloud providers (※2) and various domestic and international services through the ATBeX Nagoya AP. By utilizing this hub, users will be able to access major cloud services and digital services with low latency and enhanced security.
Through the collaboration of the three companies, an environment has been created where data centers, IX, cloud connectivity points, and access lines can be utilized at the same location. This will reduce the burden of operation and service procurement, allowing for low-latency, flexible, and secure network usage. The three companies will continue to develop this initiative as a new model for distributed digital infrastructure.

About JPIX's IX Services
JPIX was established in July 1997 as Japan's first commercial IX and has operated its IX business from a neutral standpoint. Currently, in addition to the Tokyo metropolitan area, JPIX offers IX port services in Nagoya, Osaka, Fukuoka, and Hokkaido, allowing customers in each region to peer locally without needing to establish dedicated lines to the Tokyo metropolitan area. JPIX's IX services can also be used in conjunction with IXs offered in multiple regions to secure backup routes in the event of a large-scale disaster. Furthermore, JPIX's IX equipment is fully redundant using optical switches. In the unlikely event of a failure in the IX equipment, automatic switching to standby equipment minimizes the impact.
