Background of Appointment as Director

The General Incorporated Association for Foreign Employment Council is an industry organization established in April 2016 with the late Taichi Sakaiya as its first chairman, with the aim of creating an environment where foreign human resources can fully thrive in Japanese business society. It operates with three core roles: policy recommendations to the government, improving the acceptance environment for companies, and fostering foreign human resources, aiming to realize a "multicultural symbiotic society" where Japanese and foreigners mutually need and respect each other, along with approximately 160 member companies.

Our company has been developing a business that supports the entire process of foreigners "living and working" in Japan, from introducing human resources with Specified Skills status, to providing settlement support as a registered support organization, real estate and life support for foreigners, and even human resource development (Japanese language education) in Indonesia. Our on-site knowledge and the international background of our representative, Sasa, including his entrepreneurial experience in Myanmar, were recognized, leading to this appointment as director.

Through this appointment, Sasa will contribute his practical knowledge gained from the front lines of human resources introduction and settlement support to the activities of the industry organization, participate in discussions regarding system design and the improvement of the acceptance environment, and contribute to the creation of a society where foreign human resources can thrive.

Comment from Representative Director and CEO Shoichiro Sasa

I am deeply honored and feel a great sense of responsibility to be appointed as a director of the Foreign Employment Council. Personally, I started a business in Myanmar during my university years and, while engaging with the careers of local youth, I experienced firsthand the difficulties and possibilities of "working and living across borders." At LivCo, we continue our business with the goal of not just "hiring and finishing," but ensuring that foreign human resources can live with peace of mind and thrive for a long time in Japan.

The acceptance of foreign human resources is no longer something that can be accomplished by the efforts of a single company. I believe that a true "multicultural symbiotic society" can only be realized through the collaboration of systems, companies, and local communities. As a member of the Council, I will strive to contribute the knowledge cultivated on the ground to the entire industry and work towards creating a better environment for both foreign human resources working in Japan and the Japanese companies that accept them.

※Biography

Graduated from the Faculty of Law, Chuo University. Greatly impressed by the warm-hearted people of the Philippines, his first overseas visit during his first year of university, he became interested in the potential of developing countries. In his third year of university, he was selected as a scholarship student for the "Tobitate! Study Abroad JAPAN" program by the Ministry of Education, Culture, Sports, Science and Technology, and was stationed in Myanmar as the local representative for the NPO "e-Education." While expanding educational video initiatives, he co-founded Live the Dream Co., Ltd., a Myanmar version of Rikunabi, as a student entrepreneur, growing it to a user base of 1 million. However, the business was sold due to the military coup. He then joined Recruit Co., Ltd. as a new graduate and was involved in the hotel SaaS business. Triggered by the Myanmar coup, he established ASEAN HOUSE Co., Ltd. (now LivCo), engaging in businesses such as foreign human resources introduction and foreign worker training. In 2025, he was appointed as an Entrepreneurship Promotion Ambassador by the Ministry of Education, Culture, Sports, Science and Technology. He has made numerous media appearances on TV Tokyo WBS, Toyo Keizai, and others.
