NTT DX Partners, Inc. (President & CEO Takashi Abe), together with NTT DATA Corporation (President & CEO Masanori Suzuki), has introduced "C-Turtle® FE," a platform for calculating greenhouse gas (GHG) emissions of investees and borrowers, to Keiyo Bank (Director and President Tsuyoshi Fujita) starting February 2026. This initiative aims to further enhance the calculation of GHG emissions related to Keiyo Bank's investments and loans (hereinafter referred to as "financed emissions"), strengthen engagement with investees and borrowers, and promote efforts towards achieving carbon neutrality in Chiba Prefecture through the reduction of financed emissions.
※1 Financed emissions: GHG emissions related to a financial institution's investments and loans.
[Background]
NTT DX Partners is promoting efficient visualization of financed emissions through collaboration with financial institutions, utilizing "C-Turtle® FE (provided by NTT DATA)." Through initiatives aimed at reducing financed emissions, including financial institutions and their investees and borrowers, the company aims to contribute to achieving carbon neutrality across the entire supply chain and region.
Chiba Prefecture, Keiyo Bank's primary market, is a region where diverse natural environments and urban functions coexist, from the coastal industrial zone of Tokyo Bay to the Boso Satoyama and coastline, despite its location in the Tokyo metropolitan area. In recent years, the prefecture has been promoting the realization of a sustainable regional society by leveraging its geographical advantages, such as Narita Airport, the Keiyo industrial region, and abundant agricultural and marine resources. Keiyo Bank has set a target of 1.4 trillion yen for ESG-related investments and loans from fiscal year 2021 to 2030 and is working to support regional GX (Green Transformation). The bank has now decided to introduce "C-Turtle® FE" to focus on visualizing and reducing Scope 3*2 financed emissions, including those of its investees and borrowers, in addition to its own Scope 1 and 2 emissions.

[About "C-Turtle® FE"]
"C-Turtle® FE" is a new service of "C-Turtle®," a GHG emissions visualization solution that adopts the "total emissions allocation method" allowing the incorporation of reduction efforts by suppliers as a reduction effect for the company's Scope 3 emissions. It is a platform that supports the visualization and reduction of financed emissions of investees and borrowers, complying with the "PCAF*3 Standard," an international emissions calculation standard for financial institutions.
※3 PCAF (Partnership for Carbon Accounting Financials): An industry-led initiative to standardize the measurement and disclosure of financed emissions related to financial institutions' investments and loans.
