The Claire Human Resource Development Association (Head Office: Kioicho, Chiyoda-ku, Tokyo; Representative Director: Yasuhiro Sakai) has released a new video explaining the risks of fines (penalties) that companies face and key points for practical response, in light of multiple rule changes concerning "Equal Pay for Equal Work" that will be enforced on October 1, 2026.

The most crucial point in these rule changes is the mandatory addition of new items to the "Labor Condition Notification Form" handed out when hiring part-time or fixed-term employees. Specifically, it must clearly state that employees can request an explanation of the reasons for differences in treatment compared to regular employees, and the contact point (department, name, contact information) for such inquiries. Failure to comply with this disclosure obligation will result in a fine (penalty) of up to 100,000 yen imposed on the company.

What is even more serious is that this is not a matter that can be resolved simply by including the information on the form. The person named as the contact on the notification form bears the obligation to provide a clear and reasonable explanation to the worker when requested, regarding "why there are differences in treatment."
