NPO Human Care (Location: Fussa City, Tokyo / Chairperson: Hiromi Hanzawa) has been entrusted by Fussa City, Tokyo, with the operation of the "Kagayaki Citizen Support Center," and has commenced operations under a new system starting April 2026.

This center serves as a hub for supporting citizen activities, aiming to connect diverse entities in the community (citizen groups, NPOs, volunteers, corporations, educational institutions, etc.) and promote proactive activities by citizens.

Background and Objectives of Entrustment

In recent years, the following issues have become apparent in local communities:

- Shortage of individuals involved in citizen activities (aging population, etc.) - Lack of participation opportunities for residents of foreign origin - Dispersed and isolated support capabilities due to insufficient collaboration among support organizations - Weakening of social connections

Human Care has a track record in areas such as elderly welfare, community activity support, and operating free schools, with a philosophy of "realizing a society where everyone has a role and lives within the community." Through this entrustment, we aim to build a new model for supporting citizen activities that takes into account the specific characteristics of Fussa City.

Main Initiatives

The Kagayaki Citizen Support Center will promote the following initiatives going forward:

1. Support for Launching and Operating Citizen Activities - Consultation on establishing NPOs and citizen groups - Support for activity planning and fundraising (grants, etc.) - Holding training sessions and courses to improve operational capabilities

2. Creating a Multicultural and Inclusive Community - Support for social participation of residents of foreign origin - Creating opportunities for activities for people with disabilities, young people, and the elderly - Planning and operating community events that leverage diversity

3. Promoting Cross-Sectoral Collaboration - Building networks among welfare, education, medical, corporate, and administrative sectors - Promoting practice-based research in collaboration with universities and research institutions - Creating projects focused on solving local issues

4. Enhancing Information Dissemination and Visualization - Consolidating and disseminating information on citizen activities - Promoting participation by visualizing outcomes - Developing an information sharing platform using digital tools

Future Outlook

Human Care redefines this center not merely as a "support facility," but as a "community hub where people connect and new value is created," aiming to achieve the following:

- Increase in participants in citizen activities - Resolution of isolation within the community - Promotion of participation by young people and multicultural individuals in the community - Building a sustainable ecosystem for citizen activities

Furthermore, we will work to create a model case that can be disseminated nationwide by leveraging Fussa City's characteristic of multicultural coexistence.
