In recent years, preparation for large-scale disasters, such as a direct-hit earthquake in the Tokyo metropolitan area, has become a critical issue for local communities. The development and securing of "welfare evacuation shelters"—which accept individuals who have difficulty living in general evacuation centers, such as the elderly and people with disabilities—is considered a vital initiative to support regional disaster prevention systems. This agreement was concluded to meet these local needs.

Mayor Namiki of Konosu City expressed concerns regarding seismic disasters, particularly a direct-hit earthquake in the Tokyo metropolitan area, and spoke on the necessity of rethinking "what we must do from now on as a welfare evacuation shelter."

Additionally, Yusuke Kannari, Chairman of the Board of Social Welfare Corporation Genkimura, expressed his intention to "become a nursing care facility open to the community," emphasizing the desire to deepen cooperation with local residents not only during emergencies but also during normal times.
