[Background and Challenges] The Toshima City Social Welfare Council had been operating "Food Bank Attaka Toshima" since October 2021, but faced challenges in expanding food reception due to a lack of storage space, personnel, and funding. Local children's cafeterias and food pantries also reported difficulty in securing food despite increased needs due to inflation. Following these issues, study sessions were held starting in February 2025, leading to this new establishment with the support of a rent-free storage space from Toshima Ward.
