The "Art Para Fukagawa 2026: A Talkative Art Festival" (Art Para Fukagawa Executive Committee / Chairperson: Osamu Fukushima) - (General Incorporated Association Art Para Fukagawa / Representative Director: Hiromi Hojo) (hereinafter referred to as Art Para Fukagawa), a citizen's art festival that fosters new connections between people and the city, and among people, starting with the works of artists with disabilities, will be held in Toyosu from Saturday, September 5 to Sunday, September 13, 2026, and in Monzen-nakacho, Kiyosumi-Shirakawa, and Morishita from Saturday, October 17 to Sunday, October 25.

At the Toyosu venue, in addition to exhibiting artworks (approximately 200 pieces) throughout the town, the Toyosu Civic Center 1F Gallery will be transformed into the "Art Para Fukagawa Toyosu Art Gallery" with its glass doors half-open, creating an open exhibition space that can be freely entered. A key feature is the ability not only to "see" the art but also to "create," "encounter," and "engage" with it.

Visitors can appreciate selected and award-winning works from past national open calls. In the Heart Project, visitors can participate as artists themselves. They can experience the creation process firsthand at the live painting sessions, share the energy generated at the "Brush Lock Art Battle," and support artists and welfare facilities by purchasing their products at the newly launched "Minna no Marche" (Everyone's Market). Additionally, for the first time, an "Art Para Exploration Rally" will be held, allowing participants to tour approximately 200 artworks displayed around town. By collecting stamps using LINE, visitors can enjoy art and a city walk. Collecting a certain number of stamps will earn them wonderful prizes.

The Toyosu event is not just a standalone event but also a starting point for participation that extends to the entire "Art Para Fukagawa 2026: A Talkative Art Festival," with hearts created in Toyosu connecting to the Fukagawa events in October. The works and encounters born in Toyosu will lead to the Fukagawa events in October.

Art Para Fukagawa is a citizen's art festival centered in the Fukagawa area of Tokyo's downtown, where works by artists with disabilities are exhibited throughout the town. It encourages people to explore the city, encounter diverse expressions, become interested in their backgrounds and stories, and deepen mutual understanding through conversation. Since its inception in 2020, local residents, companies, and volunteers have worked together to nurture this initiative, aiming to realize a society where people can "live together."

The Toyosu event offers new experiential values of "participation," "co-creation," and "circulation." Set in the urban space of Toyosu, which integrates residential, commercial, office, and public functions, it creates opportunities for diverse people to connect serendipitously, fostering new dialogues and creations.

1. Approximately 200 Artworks in Town [Saturday, September 5 - Sunday, September 13, 10:00 - 16:00]

Reproductions of selected and award-winning works from past national open calls (approx. 200 pieces) will be exhibited. This year, the Harumi Bridge Park Promenade (former Harumi Railway Bridge) and Toyosu Sail Park have been added as exhibition venues, widely showcasing the charm of diverse expressions nurtured by Art Para Fukagawa within the Toyosu area.

2. Heart Project Workshop [Saturday, September 5 - Sunday, September 13, 10:00 - 16:00]

A participatory workshop where visitors can draw on heart-shaped bases using masking tape and various pens. The hearts created by visitors, along with those made at various venues such as special needs classrooms and after-school day services, will be exhibited as part of a display of 10,000 hearts at the Morishita Cultural Center 1F from October 17 to 25 during the Fukagawa event. Participation in Toyosu directly connects to the Fukagawa event.

3. Live Painting by Caran d'Ache [Saturday, September 5, 10:00 - 16:00 (scheduled)]

Live painting by artists with disabilities will be held. In addition, display panels introducing the characteristics of art materials and the brand history provided by Caran d'Ache will be installed, creating an opportunity for visitors to enjoy both the artists' expressions and the appeal of the art materials. Participating artists will have solo exhibitions at the Caran d'Ache Ginza Boutique in March 2027.

4. Brush Lock Art Battle with Caran d'Ache [Sunday, September 6, 11:00 - 16:00]

At the outdoor venue on the 1st floor of the Toyosu Civic Center, artists, regardless of disability, will engage in an improvisational art battle in a tournament format, accompanied by DJ and rap music. In case of rain, strong winds, or heatstroke alert, the event will be held indoors.

5. ★New Project★ Minna no Marche [Saturday, September 12 & Sunday, September 13, 10:00 - 16:00 daily]

"Minna no Marche" will be held, selling official goods, artist-related merchandise, and products from welfare facilities. The venue will foster a place for exchange through art and craftsmanship, expanding the ways to enjoy the art festival.

6. ★New Project★ Art Para Exploration Rally (LINE Stamp Rally / Also held during Fukagawa event)

[Saturday, September 5 - Sunday, September 13, 10:00 - 16:00]

A participatory project where participants tour art pieces displayed throughout the town, find QR codes placed at artworks, and collect stamps by reading the QR codes with LINE. It allows for city walks and art appreciation in a game-like manner, leading to unexpected encounters with artworks and favorites. Those who collect a certain number of stamps will receive wonderful prizes (planned).
