BRJ Co., Ltd. (Headquarters: Minato-ku, Tokyo; President and CEO: Hideaki Miuchi; hereinafter "BRJ"), a company dedicated to safe electric mobility solutions for resolving "transportation deserts" in rural areas, has launched a wrapped three-wheeled electric seat board featuring the professional basketball team "Tachikawa DICE," champions of the B3 League 2025–26 season, in Tachikawa City, Tokyo, starting June 16.
This initiative is part of the "Local Wrapping Sponsorship" program, which aims to revitalize regional economies by leveraging mobility. The service allows local businesses and communities to sponsor custom-designed wraps for TOCKLE, BRJ’s next-generation mobility platform, uniting local businesses, residents, visitors, and BRJ in a shared mission of regional revitalization.
Background of the Tachikawa DICE-Wrapped Three-Wheeled Electric Seat Board Service
This mobility service goes beyond mere transportation, aiming to "revitalize regional economies through mobility." We believe that local businesses, including members of local chambers of commerce who form the backbone of regional economies, are essential partners in creating vibrant communities.
To visualize local support, we have established a system where sponsorship from the community translates into wrapped vehicles carrying their spirit through the city. By connecting local businesses, residents, and visitors through mobility, we aim to foster new forms of local vibrancy and cultivate civic pride.

Future Developments
The evolution of this mobility service depends directly on the level of support from local residents and businesses. We will steadily advance toward establishing a new form of "local infrastructure" that supports and promotes the charm of our cities from the ground up.
TOCKLE’s Commitment to Safety
1: Focus on Rural Areas, Not Urban Centers
Buses and trains in rural areas face deficits, service reductions, and driver shortages, placing local transportation at a critical juncture. TOCKLE aims to resolve these "transportation deserts." Rural areas also offer lower traffic volumes and wider roads compared to urban centers, making them safer for operations. For these two reasons—solving regional challenges and ensuring safety—TOCKLE primarily operates in rural regions.
2: Preventing Entry into Hazardous Zones via Geofencing
TOCKLE is equipped with a safety system called "geofencing," which uses GPS to detect vehicle location and automatically stops the vehicle upon entering a designated restricted area. Municipalities can flexibly define these no-entry zones based on local conditions.
3: Complete Ban on Nighttime Operations
In the electric mobility industry, nighttime is often considered peak earning time, as users miss the last train and require long-distance rides home. However, this also increases the risk of intoxicated riders. Prioritizing safety over profit, TOCKLE prohibits nighttime operations in all regions.
