Inagi City (Mayor: Katsuhiro Takahashi), Tokyo, along with Change Holdings, Inc. (CEO: Hiroshi Fukudome) and its subsidiary otta Inc. (CEO: Fumikazu Yamamoto), signed an agreement on May 12th to introduce a child monitoring service. The service is scheduled to launch in all 12 municipal elementary schools in October 2026.

### Objectives of the Agreement The primary goal is to enhance the safety and security of Inagi residents by widely implementing IoT-based monitoring services. Starting from October 2026, tracking terminals will be provided free of charge to all interested students (grades 1 to 6) in the city's elementary schools to ensure their safety during commutes.

### Implementation Details Under this partnership, Change Holdings and otta will take the lead in installing new 'Monitoring Spots' (fixed base stations) along school routes. When a child carrying a terminal passes a spot or a community volunteer (using the 'Monitoring Person' app), their location data is recorded.

### Service Tiers - **Free Service:** Available to all; location data is disclosed to the police upon official search requests. - **Paid Service:** Allows parents to track real-time locations and history via their smartphones and receive notifications when a child passes a designated spot.

### Future Outlook Since their business alliance in April 2025, Change Holdings and otta have established over 80,000 monitoring points nationwide. They will continue to accelerate efforts to build 'Smart Monitoring Cities' where digital technology connects communities to ensure safety for everyone from children to the elderly.
