Hino City is implementing a program starting May 7th to subsidize up to 120,000 yen for the cost of purchasing and installing air conditioners for low-income households in the city. With "disaster-level" extreme heat occurring every year, and health damage from heatstroke becoming severe both indoors and outdoors, and with another harsh summer expected, this program aims to further promote heatstroke prevention by encouraging the installation and replacement of air conditioners, as well as raising awareness about their proper use.

### 1. Subsidy Overview

Name: Hino City Air Conditioner Purchase Subsidy for Low-Income Households

Eligible Households: Households that meet all of the following (1) to (3) are eligible. (Note) Excluding households receiving public assistance.

- (1) Households where all members are registered residents of Hino City. - (2) Households where all members are exempt from resident tax in FY2025 or FY2026, or households where all members are subject only to the per capita resident tax in FY2025 or FY2026. - (3) Households whose air conditioner installation status falls under any of the following A to C: - A. No air conditioners installed. - B. No air conditioners with functioning cooling capabilities due to malfunction, etc. - C. Only using air conditioners manufactured in or before 2011.

*In cases B and C, this is limited to situations where the ownership of the air conditioner belongs to a member of the eligible household. (Note) Households receiving public assistance in Hino City are eligible for a separate subsidy program. Please contact the case worker in charge at the Welfare Division for details.

Eligible Equipment: Air conditioners purchased from a store or contractor after the grant decision, to be fixed to a wall or window frame.

Maximum Subsidy Amount: Up to 120,000 yen (subsidizing the lesser of the actual air conditioner purchase cost or 120,000 yen).

[Features of Our City] Many municipalities in Tokyo set the maximum subsidy amount at 100,000 yen, but our city has set it at 120,000 yen to reduce the self-payment burden for air conditioner purchases as much as possible.

Eligible Costs: Air conditioner unit purchase cost, delivery fee, installation fee (including construction costs related to installation), removal fee, and recycling fee.

### 2. Application Flow for the Subsidy

Those wishing to receive the subsidy should first consult the dedicated call center (or their case worker for public assistance recipients).

- A city investigator will visit the home to survey the air conditioner installation status, etc. (A survey may not be conducted depending on the reason for application). - After the survey, apply by Friday, September 11, 2026. - After application, purchase and install the air conditioner after receiving the grant decision notice from the city (Note: Air conditioners purchased before the grant decision are not eligible for subsidy). - Request the subsidy from the city by Monday, November 30, 2026. - The subsidy will be disbursed approximately one month after the request.
