Kawasaki City has been advancing the development of a cafe at Noborito Tsukurito Park (Tama Ward), completed in March Reiwa 7 (2025) through the Noborito Land Readjustment Project. This is the city's first initiative to utilize the Public Offering and Installation Management System (Park-PFI) based on the Urban Park Act in a local neighborhood park, aiming to further enhance the park's appeal and provide a facility for local residents.

The construction of the cafe within the park has now been completed. A pre-opening with a limited menu will be held from Wednesday, April 29, to Sunday, May 10, Reiwa 8 (2026). We are also pleased to announce that the grand opening is scheduled for Tuesday, May 12, Reiwa 8 (2026).

1. **Overview of Park-PFI Project**

In the Park-PFI project at Noborito Tsukurito Park, a cafe was established as a revenue-generating facility, reflecting opinions from the community requesting the installation of a cafe and community center.

The cafe aims to be a comfortable place where local people can gather and "enrich their daily lives a little," with the warmth of wood and a large, inviting eaves. The cafe can also be used as a rental space and a community center.

We also plan to offer rental picnic goods, so you can easily enjoy cafe time in the park's lawn area. Please experience a new way to enjoy the park, a place you'll want to stop by during a walk or on a holiday.

3. **Creating a User-Friendly Park Environment through the Park-PFI Project**

The cafe within the Park-PFI project area will be constructed using domestic timber. It will include gender-segregated Western-style toilets and barrier-free toilets accessible to park users, as well as a community garden where local residents can collaborate to grow vegetables and flowers.

* Regarding toilets: Park users can use the toilets during cafe operating hours. Even on cafe holidays, they are available from 10:00 to 18:00.
