Toyohashi City, Aichi Prefecture, Seeks Public Comments for Operator Recruitment of 'Downtown Childcare Facility'

Toyohashi City, Aichi Prefecture, is conducting a public comment period regarding the planned 'downtown childcare facility' near Toyohashi Station, ahead of recruiting operators. The city aims to enhance the feasibility of the project by gathering input from private operators on its proposed service framework and refining the recruitment criteria in advance.

The downtown childcare facility will integrate three services: the child pickup/drop-off station service, small-scale childcare service, and infant daycare support service. It is envisioned that a single operator will establish and manage all three services within the same facility.

・Child Pickup/Drop-off Station Service

Target Children: Children aged 3–5 requiring childcare

Service Content: Transportation to and from attending daycare centers, plus childcare before and after transportation

Implementing Body: The city (outsourced to private operators)

Planned Opening Date: April 1, 2029 (Reiwa 11)

・Small-Scale Childcare Service

Target Children: Children aged 0–2 requiring childcare

Service Content: Standard childcare services

Implementing Body: Private operators (certified by the city)

Planned Opening Date: April 1, 2028 (Reiwa 10)

・Infant Daycare Support Service

Target Children: Non-enrolled children aged 6 months to under 3 years

Service Content: Temporary childcare

Implementing Body: Private operators (certified by the city)

Planned Opening Date: April 1, 2028 (Reiwa 10)

The facility is expected to be located within a radius of approximately 300 meters from the conventional railway ticket gates at Toyohashi Station, or within a 5-minute walking distance.

Background of the Downtown Childcare Facility

In the central 'downtown area' of Toyohashi City, there is a shortage of available slots for children aged 0–2 who wish to enroll in daycare centers. Additionally, the city has been unable to fully meet the demand for temporary childcare services for children not currently enrolled in daycare.

To address these challenges, Toyohashi City has developed a plan to establish the new 'downtown childcare facility.' The city also expects this initiative to reduce the commuting burden for parents who travel outside the city using Toyohashi Station.

Opinions will be accepted until July 24, 2026 (Friday), targeting organizations interested in participating in the upcoming public recruitment. The city welcomes your input.
