Legislators are closely watching the terms of NCC (National Communications Commission) Acting Chair Chen Chong-shu and Commissioners Wang Cheng-chia and Wang Yi-hui, which expire on July 31. On June 3, the Executive Yuan approved personnel changes at the NCC. The changes include transferring current Secretary-General Huang Wen-che to a Counselor position, promoting Director of the Comprehensive Planning Department Wen Chun-yu to Secretary-General, transferring Director of the Platform Department Chan Yi-lien to head the Comprehensive Planning Department, and transferring Director of the Northern Supervision Office Tsai Kuo-tung to head the Platform Department. Legislator Chen Ching-lung (Taiwan People's Party) questioned why such a large-scale reshuffle was happening when Chen Chong-shu's term has only about a month left. Chen Chong-shu responded that the main purpose is to increase personnel experience, noting that Huang Wen-che is expected to retire around 2027 or 2028, making experience transfer necessary. Regarding the Executive Yuan's progress in nominating new NCC commissioners, Chen Chong-shu said he has raised the issue at least three times, and the Executive Yuan is currently consulting candidates. Legislator Chen Ching-lung pressed that if no commissioners are in place after the three terms expire, the NCC would completely stall, and asked if the approved personnel changes could lead to the Secretary-General acting as Chair. Chen Chong-shu explained that according to Article 5 of the NCC Organization Act, if the Chair is vacant or unable to perform duties, the Vice Chair acts; if both are vacant or unable, the Premier designates a commissioner to act. He emphasized that if there are no commissioners, the acting mechanism would require coordination between the Executive Yuan and the Legislative Yuan. He stated that who will lead the NCC after August 1 is unknown, but staff will continue their work.
