Control Center Transfers Equipment North; Xu Chunying's Electronic Ankle Bracelet Installed, Released

(Central News Agency, reporter Cao Yayan, New Taipei, 10th) The New Taipei District Court yesterday originally ruled that Chinese spouse (Lu Pei) Xu Chunying be released on bail with electronic monitoring. However, due to a shortage of electronic ankle bracelets, the court changed the order to require reporting to a police station at regular intervals. The court stated today that the Control Center had sourced equipment from central and southern Taiwan, thus reverting to the original ruling. Xu Chunying had the electronic ankle bracelet installed in the evening and left the court.

Xu Chunying, a Chinese spouse, is suspected of having long reported on domestic political affairs to individuals in China, and of being instructed to campaign for designated candidates. She was charged with violating the Anti-Infiltration Act and other offenses, detained and banned from communication in November last year, and indicted in March this year.

The New Taipei District Court yesterday ruled that Xu Chunying be released on bail of NT$2 million, with restrictions on residence, a ban on leaving the country or going to sea, and a prohibition on leaving Taipei City and New Taipei City without permission. The court initially ordered electronic monitoring, but because the High Prosecutors Office's Technology Equipment Monitoring Center could not provide an electronic ankle bracelet or other equipment, the ruling was changed to require reporting to a police station every Monday, Wednesday, and Friday. The New Taipei District Prosecutors Office today filed an appeal, arguing that the court's decision to grant bail without implementing electronic monitoring was inappropriate.

The New Taipei District Court stated this evening that because the Control Center had sourced electronic ankle bracelets and other equipment from central and southern Taiwan for execution, the collegiate panel, after deliberation, determined that there was no longer a situation where electronic monitoring could not be implemented. Therefore, the previous change was revoked, and the original ruling was upheld. That is, Xu Chunying must wear an electronic ankle bracelet and report online via mobile phone daily at 10:00 AM and 9:00 PM.
