(Central News Agency, Paris, 11th, Combined Foreign Reports) According to the latest report from the Explosive Weapons Monitor, over half of global civilian deaths from explosive weapons in 2025 were attributed to the Israeli military. The report also warns of a trend towards the 'normalization' of civilian casualties in global conflicts.
Reported by AFP, the report released today states that over 22,600 civilians died from explosive weapons in 65 countries last year, a 21% decrease from 2024, primarily due to ceasefires in Gaza and Lebanon.
The Explosive Weapons Monitor is part of the International Network on Explosive Weapons, which comprises nearly 50 non-governmental organizations.
The report indicates that the civilian casualty situation in 2025 remains severe, with 56% of civilian deaths attributed to the Israeli armed forces. During this year, Israel continued its conflict with the Palestinian armed group Hamas and the Lebanese Hezbollah, and also engaged in a 12-day war with Iran in June.
The report shows that the most affected regions include Iran, Lebanon, Palestinian territories, Myanmar, Ukraine, and Sudan. National armed forces in these areas are responsible for approximately 85% of civilian casualties.
The organization issued a statement saying that civilian infrastructure and essential services face a 'continuously increasing threat.' Attacks on humanitarian aid operations have also increased by 52%, with about 90% occurring in Palestinian territories.
Katherine Young of the Monitor stated, 'When explosive weapons are used in populated areas, it is always civilians who suffer. Particularly concerning is that this harm is occurring persistently across multiple global conflicts, greatly increasing the risk of the 'normalization' of civilian suffering.'
