Tsai Chi-chang: Asks TPP to quickly discuss with Fu Kun-chi, abolish Examination and Control Yuan with 3 parties

Taipei, June 22 (CNA) The issue of abolishing the Control Yuan has recently become a focus of contention between ruling and opposition parties. Tsai Chi-chang, convener of the Democratic Progressive Party (DPP) caucus in the Legislative Yuan, said today that the DPP has always advocated for the abolition of the Examination Yuan and the Control Yuan. He also urged friends from the Taiwan People's Party (TPP) to quickly discuss with Fu Kun-chi, convener of the Kuomintang (KMT) caucus in the Legislative Yuan. If the KMT and TPP can unite first, and all three parties agree, then the abolition will truly happen.

Tsai Chi-chang was interviewed on the radio program "POP News" hosted by media personality Huang Wei-han today to discuss the abolition of the Examination and Control Yuan. He addressed external doubts that the DPP had previously called for abolition but failed to achieve it, and questioned why President Lai Ching-te still proposed a list of Control Yuan members if the intention was to abolish the institution.

Tsai Chi-chang stated that the DPP has consistently advocated for the abolition of the Examination and Control Yuan and has not changed its stance. However, this requires a constitutional amendment process. According to the Constitution, it requires the attendance of 3/4 of the total number of legislators and the agreement of 3/4 of the attending legislators to propose a constitutional amendment. After public announcement for six months, it must be approved by a referendum of voters in the free area of the Republic of China, with the valid affirmative votes exceeding half of the total number of voters.

Tsai Chi-chang said that even when the DPP held a majority in the legislature, its seats did not exceed 3/4. Therefore, he urged friends from the Taiwan People's Party to quickly discuss with Fu Kun-chi. "You unite first, and then force the DPP to decide whether to amend the constitution." The DPP will fully support the abolition of the Examination and Control Yuan. When all three parties agree, it will truly be abolished. This is a simple logic.

Regarding why President Lai still nominated Control Yuan members, Tsai Chi-chang explained that the President proposes candidates for Control Yuan members in accordance with the requirements and regulations of the Constitution, allowing the Legislative Yuan to exercise its power of consent. This is a respect for the Constitution of the Republic of China. Otherwise, if President Lai did not propose them, would he be criticized by the KMT and TPP for violating the Constitution? He also expressed hope that Legislative Yuan Speaker Han Kuo-yu would convene a consultation as soon as possible to schedule relevant review agendas and act in accordance with the Constitution.
