(Central News Agency, Taipei, June 23) The Legislative Yuan today passed an amendment to the National Sports Act in its third reading. The amended law stipulates that for the composition of the board of directors and supervisors of specific sports organizations, members of either sex shall not be less than one-third of the total number of directors and supervisors, respectively. However, exceptions may be granted with approval from the central competent authority in special circumstances.

The Education and Culture Committee of the Legislative Yuan reviewed the draft amendment to the National Sports Act on May 28 and completed the third reading today after the initial review.

In addition to aligning with the establishment of the Ministry of Sport by changing the competent authority to the Ministry of Sport, this amendment is more importantly a revision to Article 39 of the National Sports Act, proposed by Democratic Progressive Party legislators Wu Pei-yi, Chen Hsiu-pao, and others. It directly mandates that the proportion of directors of single-sex sports associations shall not be less than one-third.

The third-reading provisions state that for the composition of the board of directors and supervisors of specific sports organizations, members of either sex shall not be less than one-third of the total number of directors and supervisors, respectively. However, exceptions may be granted with approval from the central competent authority in special circumstances. The central competent authority shall define the special circumstances, the deadline for improvement, the improvement procedures, and other matters to be followed for not meeting the proportion.

To ensure the safety of individuals participating in sports activities, it is stipulated that all public sports facilities are obligated to have liability insurance. The third-reading provisions state that the methods for setting conditions, facility standards, safety measures and personnel regulations, emergency incident handling, equipment inspection, insurance, assessment, incentives, and other matters to be followed for public sports facilities shall be determined by the central competent authority.

This amendment also passed a proposal by Democratic Progressive Party legislator Wu Li-hua, aiming to ensure that the system design and implementation related to traditional indigenous sports are balanced between professional sports and the cultural subjectivity of indigenous peoples. The third-reading provisions state that the enforcement rules of this Act, except for matters related to traditional indigenous sports which shall be consulted by the central competent authority with the central indigenous affairs competent authority, shall be determined by the central competent authority.
