(Central News Agency, Hsinchu County, June 25) KMT Hsinchu County Councilor Chang Yi-sheng said today that the current paper-based application process for the Senior Citizen Card lacks an Indigenous identity field in its system, making it difficult for the county government to track the actual number of applicants. He urged for an optimized process. The Hsinchu County Government stated that it is planning to build an online application system to improve convenience.
Chang Yi-sheng pointed out today that the current application process for the Hsinchu County Senior Citizen Card requires residents to apply in person at the County Government's Joint Service Center or to fill out an application form at the public offices of the 13 townships and cities. The public offices will then establish the records, and the county government will issue the cards before returning them to the public offices for distribution to the residents. However, the application form does not include an Indigenous identity field, making it difficult for the county government to track the number of applicants and assess the effectiveness of the policy in caring for Indigenous people.
He said that the Department of Elderly Care should collaborate with the Digital Development Department to establish an online application system and a digital application platform for public offices. This would reduce paper-based operations and administrative costs, while also adding an option for Indigenous identity to facilitate the tracking of actual policy usage and the number of Indigenous beneficiaries.
Regarding the lack of an Indigenous identity field in the Senior Citizen Card system information and the application process, the County Government's Department of Elderly Care stated that it is collaborating with the Digital Development Department to plan the establishment of an online application system. The system will also include an "Indigenous Identity" option to provide a more convenient digital application process and to track the number of Indigenous elders who benefit, serving as a basis for future policy optimization.
The county government pointed out that it is also simultaneously studying the feasibility of adding an Indigenous identity option to the existing card production system. It hopes that through the digital upgrade of the system, the application process will become more time-saving and convenient, and that Indigenous elders will be better cared for.
