Taipei, June 25 (CNA) The Ministry of Economic Affairs (MOEA) announced today that as some specific factory operators who obtained migrant worker quotas have not applied for recruitment permits from the Ministry of Labor, all overdue, unapplied quotas will be recalled. A total of 2,156 positions will be made available for eligible specific factory operators to apply for again starting from July 1 to August 31.
The MOEA's Industrial Development Administration (IDA) explained in a press release today that the Ministry of Labor provided 6,000 migrant worker quotas for specific factories in 2023. After the IDA processed and reviewed applications in 2024 and 2025, all quotas have been allocated.
However, the IDA's statistics show that nearly half of the operators who previously obtained quotas did not proceed to apply for recruitment permits from the Ministry of Labor, resulting in some quotas not being effectively utilized. To prevent the idle status of these positions, the IDA has decided to recall the overdue, unapplied quotas, totaling 2,156 positions, and re-release them for operators with actual needs.
The IDA stated that considering these quotas have not been fully utilized, the "Operational Guidelines for the Industrial Development Administration, MOEA, to Review Applications from Specific Factory Registration Operators for Introducing Migrant Workers" were amended and promulgated on January 23, 2026. The validity period of the issued approval letters has been shortened from the original 90 days to encourage operators to apply for recruitment permits from the Ministry of Labor as soon as possible after obtaining eligibility.
The IDA pointed out that if migrant worker positions are fully allocated again in the future and the industry still faces a labor shortage, the MOEA will strive to increase the total number of migrant workers with the Ministry of Labor based on the actual situation.
The IDA explained that the application period for this round is from July 1 to August 31. Specific factory operators who are eligible and have recent and definite labor needs can submit their applications by registered mail within the deadline. After obtaining the approval letter, they can then proceed with the subsequent recruitment permit procedures with the Ministry of Labor. (Editor: Chang Chun-mao) 20250625
