(Central News Agency, reporter Li Xian-feng, Hualien County, June 29) The Wanli Stream landslide-dammed lake's "yellow alert" was lifted at 4:20 PM today, but the risk of overflow remains. The Forestry and Nature Conservation Agency's Hualien Branch stated that due to the instability of the dam crest, a yellow alert is expected to be issued 24 hours before the lake begins to overflow, and a red alert 12 hours before overflow.
The Forestry and Nature Conservation Agency's Hualien Branch pointed out that the water level of the Wanli Stream landslide-dammed lake reaches approximately 1080 meters when full. After deploying a water level gauge yesterday, observational data showed that as of 2 PM today, the water level was 1068 meters, with a storage volume of 2.5942 million cubic meters, accounting for about 61.7% of the total capacity.
The Hualien Branch stated that according to the third meeting of the disaster emergency response team convened by the Ministry of Agriculture with relevant experts, agencies, and local governments today, it was decided to lift the "yellow alert" in accordance with the "Wanli Stream Landslide-Dammed Lake Alert Issuance, Evacuation, and Lifting Mechanism Table."
The Hualien Branch explained that considering the water level gauge has been deployed for monitoring, and due to the instability of the dam crest, fixed water level heights will no longer be used for warnings. After comprehensively assessing meteorological intelligence, the current status of the landslide-dammed lake, local evacuation capabilities, and the preparedness of various units, and based on the statements from the Fenglin Township Office and Wanrong Township Office that they can complete the evacuation of protected individuals within 2 hours.
Relevant units such as the Hualien County Government, Fenglin Township Office, and Wanrong Township Office will continue to maintain well-planned mandatory evacuation and sheltering measures. They will also consider the preventive evacuation time for vulnerable groups (such as those with mobility issues or requiring assistance) when yellow or red alerts are issued again, and implement preventive evacuation measures as needed based on the alert mechanism.
The Hualien Branch pointed out that the risk of overflow from the Wanli Stream landslide-dammed lake remains. Relevant units such as the Ninth River Bureau of the Water Resources Agency, the Directorate General of Highways of the Ministry of Transportation, Taiwan Railways Administration, the Hualien County Police Bureau, the Hualien County Fire Bureau, the Fenglin Township Office, and the Wanrong Township Office are strictly enforcing the prohibition of the public from entering the river channel, and will continue to carry out river channel control and patrols to ensure the prohibition of the public from engaging in activities in the riverbed.
