Taitung County Magistrate Rao Qing-ling pointed out that this is a model of cross-unit cooperation between the county government, central government, and township office. The new health center is expected to be completed by the end of 2027.

The groundbreaking ceremony was presided over by Rao Qing-ling, who, along with Taitung County Council Speaker Wu Xiu-hua, councilors Chen Hong-zong, Yang Qing-shun, Pan Gui-lan, Luye Township Mayor Li Wei-shun, and Director of the Health Bureau Sun Guo-ping, jointly wielded shovels to pray for blessings, witnessing the launch of an important medical construction project in the Rift Valley area.

Rao Qing-ling stated that the Luye Township Health Center building has been in use for over 40 years. Its space is cramped and old, and its seismic resistance is a concern, making it unable to meet modern diverse medical needs. Finding suitable land in a prime downtown area is extremely difficult, and the most crucial first step in the new construction plan is land acquisition.

Rao Qing-ling expressed gratitude to the Luye Township Office team for prioritizing the health of the residents. Through administrative procedures such as comprehensive urban planning review, they fully cooperated and prepared the site. This is another successful example of mutual benefit and collaboration between local authorities and the county government, following the partnership between Chishang Township and the Veterans Affairs Council.

Rao Qing-ling emphasized that the county government has always prioritized "improving health center environments, staffing physicians, and enhancing medical accessibility" in its policy agenda. In recent years, over NT$500 million has been invested cumulatively to complete the new construction or optimization of more than one-third of the health centers in the county's 16 townships and cities. This includes the already operational health centers in Dawu Township (South-Link Emergency Medical Center), Changbin Township, Chenggong Township, Chishang Township, Green Island Township, and Taitung City, continuously enhancing the medical care capacity of each township.

The Taitung County Health Bureau explained that the total budget for the Luye Township Health Center new construction project is over NT$100 million, with completion expected by the end of 2027. The new building will not only incorporate the concept of "epidemic prevention architecture" to enhance indoor ventilation and circulation but also extend the successful experience of the Taitung City Health Center by introducing "human-centered design." It will feature dedicated zones and separate circulation routes, clearly distinguishing between preventive healthcare areas and medical examination areas, thus solving the past problem of mixed-up routes and public confusion.

Upon completion, it will not only provide a comfortable barrier-free environment but also be equipped with advanced equipment to support 5G remote consultations, realizing "doctors move, patients don't" smart healthcare.

Director of the Taitung County Health Bureau, Sun Guo-ping, stated that hardware upgrades are intended to provide more compassionate services.
