(Central News Agency, reporter Wu Wen-hsing, Kinmen, July 6) A passenger on Kinmen's Small Three Links route, surnamed Lin, recently became dissatisfied with a malfunction in the luggage consignment equipment of a ferry, verbally abused staff, kicked the counter, and disrupted customs clearance. The Kinmen County Port Authority stated today that it will report the incident to the Maritime and Port Bureau of the Ministry of Transportation and Communications to formulate a handling plan according to its authority, and will add Mr. Lin to a "refusal to board blacklist."
According to news materials from the Kinmen District Prosecutors Office, on March 23 this year, around 3:25 PM, Mr. Lin, dissatisfied with a malfunction in the ferry's luggage consignment equipment, loudly berated and kicked the stanchions and counter in front of the customs inspection counter. He then stood on the counter to incite other passengers to refuse customs clearance, causing the boarding and customs clearance operations to be interrupted and order to be lost, severely obstructing official duties.
The prosecution stated today that the case was recently concluded, and Mr. Lin was indicted according to law for alleged offenses of obstructing public officials in the performance of their duties by violence under Article 135, Paragraph 1 of the Criminal Code, and coercion under Article 304, Paragraph 1 of the same law.
The Kinmen County Port Authority stated through a press release that to prevent similar incidents from happening again and to ensure the safety of public transportation and stations, the Port Authority will take strict administrative measures. It will report to the competent authority, the Maritime and Port Bureau of the Ministry of Transportation and Communications, to formulate a handling plan according to its authority, and will add the disruptive Mr. Lin to the "refusal to board blacklist" safety control measures to maintain the safety of the port and navigation.
The Port Authority pointed out that ensuring the personal safety and work environment of frontline personnel is its primary responsibility, and it will not tolerate any individual or group using violence, threats, or insults to damage public property and disrupt customs clearance order.
