One of the key officials, Li Qian, is now a member of the Ministry of Foreign Affairs Party Committee and the head of the Disciplinary Inspection and Supervision Group stationed at the Ministry of Foreign Affairs by the Central Commission for Discipline Inspection and the National Supervisory Commission. Hong Kong media reports indicate that Li Qian is the former deputy minister of the Ministry of State Security.

According to information from Baidu, the "Key Officials" section of the Ministry of Foreign Affairs website was recently updated. Li Qian's predecessor was Zhang Ji, who stepped down at the beginning of this year. After a period of vacancy, Li Qian has taken over this position.

Ming Pao, in a related report, pointed out that Li Qian is the former deputy minister of the Ministry of State Security.

The report stated that Vietnamese media had previously reported that on August 17, 2025, "Member of the Politburo of the Central Committee of the Communist Party of Vietnam and Minister of Public Security General Luong Tam Quang received a delegation led by Chinese Ministry of State Security Deputy Minister Li Qian in Hanoi."
