Taipei, July 7 (CNA) Regarding the carcinogenic substance benzopyrene exceeding the limit in Zhonglian edible oil, the Ministry of Health and Welfare today announced a fine of NT$165.2 million, the highest in history. As Nanqiao Oils is located in Taipei City, the Department of Health stated that it failed to report to the Department of Health in accordance with the Food Safety and Sanitation Act, and was fined NT$3 million under the same law.
The Zhonglian edible oil case continues. Minister of Health and Welfare Shih Chung-liang said today that after investigating Zhonglian's delayed reporting and finding further falsehoods during the investigation, the Ministry of Health and Welfare imposed a fine of NT$165.2 million based on the Food Safety and Sanitation Act. Furthermore, from Nanqiao, Fwusow Industry, and Tai Shan, all the way to Zhonglian, the overall reporting process was delayed, and all will be held accountable according to law by local authorities.
He said that although Nanqiao was the first company to discover the exceedance in its self-testing, it failed to immediately report to the local health authorities after obtaining the test results on May 13, thus violating the relevant provisions of the Food Safety and Sanitation Act.
The Taipei City Department of Health responded to media inquiries and stated that after investigating Nanqiao Oils Co., Ltd.'s self-testing which found that "Soybean Oil (Raw Material Oil: S/B)" exceeded the standard for benzopyrene, it notified Fwusow Industry Co., Ltd. upstream of the raw material abnormality on June 10. As it failed to report to the Department of Health in accordance with Article 7, Paragraph 5 of the Food Safety and Sanitation Act, it was fined NT$3 million under Article 47 of the same law.
The Department of Health also stated that further investigations today found that the primary soybean oil purchased by Nanqiao Oils from Zhonglian Company has been processed into 7 products. Among them, "Nanqiao NEBOS Functional Fat Spread" and "Ace Liquid Frying Oil" are processed products that use 20% or more of the affected soybean salad oil, and have been recalled and removed from shelves.
