(Central News Agency, Geneva, July 6, Comprehensive Foreign News) UN Secretary-General Guterres today called for the establishment of a global governance mechanism to ensure that artificial intelligence (AI) benefits humanity and that "vibe-coding" does not control our future. A UN meeting also issued a warning about AI autonomous weapons "killing."

The UN's "First Global Dialogue on AI Governance" was held in Geneva today. Guterres said at the opening ceremony that as AI continues to develop at "breakneck speed," our world is currently undergoing an experiment "without a plan and without consent," and "this situation cannot continue."

The two-day meeting brought together more than 4,000 representatives from governments, the tech industry, academia, and civil society to engage in inclusive discussions and explore how to best utilize this AI technology that has already rapidly changed the world.

Guterres (Antonio Guterres) admitted that so-called "vibe-coding," which is using artificial intelligence to express what you want instead of writing code yourself, "while it can bring imagination... we cannot define truth by vibe-coding, nor can we decide the future of humanity by vibe-coding."

● Worried About AI Power Concentrated in a Few Hands

Guterres warned of another risk of AI, which is the concentration of AI power in the hands of a few companies and a few countries; while most other countries "have no say in the decisions that will shape their future."

He stated that it is also crucial to help developing countries enhance their AI capabilities and promote universal access to avoid the current digital divide from further widening into an "artificial intelligence gap."

Guterres said he will urge the UN to establish a "Global Artificial Intelligence Fund" "to cultivate digital capabilities and affordable computing resources worldwide."

Conference Chair Annalena Baerbock stated that the establishment of this fund is "imperative," but she did not disclose the specific amount.

She told reporters: "In this world, plans costing billions are common, money is never the problem... The biggest challenge is whether these funds can truly benefit everyone."

● Concerns About AI "Killer Robots"

Guterres also pointed out that his biggest concern is the development of artificial intelligence in the military field, especially lethal autonomous weapon systems.

He said: "Let's be direct, killer robots... machines choose targets to attack, and even take lives, all without human control and judgment."

Guterres stated: "Killer robots, devoid of morality, are abhorrent... International law must be established to completely ban them."

Guterres emphasized that establishing AI safety regulations is extremely urgent.

The dialogue meeting in Geneva is not expected to produce any concrete decisions, but Co-Chair Egriselda Lopez told reporters that the meeting will lay a "good foundation," and the second dialogue is expected to be held in New York next year. (Compiled by Ji Jinling) 1150707
