(Central News Agency, reporter Chen Chih-chung, Hsinchu, July 7) The Legislative Yuan has requested a review of the school affairs meeting system to reduce campus litigation. Minister of Education Cheng Ying-yao stated today that improvements will be made from four directions, including teacher support mechanisms. He also mentioned that although the school affairs meeting system was amended this year, there is still an information gap when external parties express concerns.
The Ministry of Education held the 2026 National Education Bureau and Department Directors Meeting in Hsinchu today. Afterwards, Minister Cheng Ying-yao and Director-General of the National Education Administration Peng Fu-yuan spoke to the media about the issue of campus litigation.
Peng Fu-yuan stated that Cheng Ying-yao had promised the Legislative Yuan's Education and Culture Committee that a new report would be submitted by July 15, and efforts are currently being made towards this deadline. Improvements will be made in four directions, including drafting legal support for involved teachers, and discussions are underway with local governments to jointly establish relevant systems.
The other three directions include coordinating with the Ministry of Labor as soon as possible to develop occupational safety and health guidelines for the education sector; establishing measures to assist teachers with classroom management and counseling; and strengthening family education.
Cheng Ying-yao added that recent observations of media and relevant group reactions to the school affairs meeting issue indicate an information gap. Many of the public's concerns or cases raised occurred before the amendment of the school affairs meeting system.
Cheng Ying-yao pointed out that the amendments to the school affairs meeting system in January of this year, including the cancellation of the anonymous reporting mechanism and the bifurcation of major and minor cases, may still be unclear to the public or teachers. He will utilize the National Education Bureau and Department Directors Meeting today and tomorrow to gather opinions from various counties and cities and discuss how to make frontline teachers understand the changes after the January amendments.
Cheng Ying-yao emphasized that the principle of the school affairs meeting system is to handle incompetent teachers and protect students' right to education, and this principle will not change.
