The Maritime and Port Bureau of the Ministry of Transportation announced today that it has activated a 12-nautical mile coastal warning zone control mechanism. Merchant ships that fail to evacuate as instructed will be dealt with strictly according to law.
According to observations by the Central Weather Administration, the center of Typhoon Bavi was located at 8 AM today at 16.1 degrees north latitude and 139.9 degrees east longitude, moving westward at a speed of 29 kilometers per hour.
The Maritime and Port Bureau of the Ministry of Transportation issued a press release today stating that it is implementing the "Coastal 12-Nautical Mile Sea Area Clearance Measure Before the Issuance of the Maritime Typhoon Warning." This pre-warning mechanism is activated before the issuance of the maritime typhoon warning. Through multiple channels such as NAVTEX, Automatic Identification System (AIS) messages, and Very High Frequency (VHF) radio from Vessel Traffic Services (VTS), disaster prevention warnings are continuously issued, urging vessels within the warning zone to evacuate the 12-nautical mile coastal warning zone early to seek shelter.
The Maritime and Port Bureau stated that 12 hours before the issuance of the maritime typhoon warning, for vessels that remain in the warning zone and are not engaged in official duties or rescue operations, the Coast Guard Administration of the Ocean Affairs Council will be notified to carry out persuasion and necessary expulsion operations.
The Maritime and Port Bureau emphasized that foreign vessels that remain in the controlled sea area without a valid reason or anchor within the controlled sea area after being persuaded or expelled twice by the Coast Guard Administration during the typhoon control period will be deemed to endanger the safety of commercial ports or public safety and will be penalized by prohibiting entry into the port according to law. For domestic vessels that do not cooperate with persuasion or necessary expulsion measures, the Maritime and Port Bureau will implement the Safety Management System for Ships (NSM) according to law to urge operators to fulfill their responsibilities for ship safety management.
