(CNA) Keelung City's Celebrity Kindergarten has been accused of child abuse. The city government announced today the second phase of the committee's review results, revoking its establishment permit. The responsible person, Lin Xian-zhang, was fined a total of NT$840,000 across both phases. Early childhood educators Yang Li-yu and Huang Shu-fang were each fined NT$400,000 and are permanently banned from working as early childhood educators.

Keelung City Government Secretary-General Xie Xiao-kun stated at a press conference this morning that this incident constitutes a serious collective child abuse case, which the city government finds deeply distressing. Before the认定 committee convened yesterday, the city government's representatives expressed to the committee that Celebrity Kindergarten had engaged in collective child abuse with severe circumstances, hoping the committee would impose severe penalties.

Xie Xiao-kun said that multiple early childhood educators were involved in this case, and the improper treatment of children was severe. In accordance with the "Early Childhood Care and Education Personnel Act," the committee revoked Celebrity Kindergarten's establishment permit and determined that the responsible person, Lin Xian-zhang's, actions constituted improper treatment of children, imposing the maximum fine of NT$600,000. Combined with the previous instance of improper treatment of children, an additional fine of NT$60,000 was imposed.

Furthermore, Xie Xiao-kun stated that Lin Xian-zhang was fined NT$150,000 for operating without a license and employing unqualified personnel. Additionally, a fine of NT$30,000 was imposed for failing to report the child abuse incident at the kindergarten at the time. Lin Xian-zhang's total fines amount to NT$840,000.

Xie Xiao-kun indicated that after committee deliberation, early childhood educator Yang Li-yu and assistant early childhood educator Huang Shu-fang, both from the senior class, were found to have committed serious violations in the alleged child abuse. They were each fined NT$400,000 and are permanently banned from serving as early childhood educators. Two early childhood educators from the toddler class were also deliberated by the committee, and their actions were deemed relatively less severe compared to the senior class, resulting in individual fines of NT$60,000.

Xie Xiao-kun reiterated that the city government believes this child abuse incident involved collective behavior, especially since Lin Xian-zhang, as the administrator, led the illegal activities and long-term concealed and condoned the actions of the early childhood educators. The city government's heavy penalties are absolutely uncompromising and serve to declare a zero-tolerance stance towards illegal actions by administrators of all kindergartens in the city.
