(CNA Taipei, July 8) A Supervisory Yuan investigation report revealed that as of March this year, there were as many as 2,897 resale cases involving the New Youth Housing Loan program. Additionally, some borrowers were students lacking financial means, drawing attention from legislators. Minister of Finance Chuang Tsui-yun emphasized today that the New Youth Housing Loan can only be obtained once in a lifetime, and government scrutiny of owner-occupancy has never been relaxed.

The Legislative Yuan's Finance Committee today scheduled a review of the attached unit budgets for the operating portion of the central government's FY2026 budget, specifically concerning the Taiwan Cooperative Bank, the Government Printing Office, and the Taiwan Tobacco and Liquor Corporation, all under the Ministry of Finance.

DPP Legislator Wang Shih-chien questioned that from 2016 to 2020, Taiwan's housing price index increased by approximately 5.4%, averaging about 1.3% per year. From 2020 to 2023, the increase was 24.9%, averaging about 7% per year. After the New Youth Housing Loan policy was implemented in 2023, the increase within one year reached 12.3%. He urged that the policy should not become a catalyst for housing price hikes.

Wang Shih-chien cited the Supervisory Yuan's investigation report, stating that according to statistics from Taiwan Bank and Land Bank, between August 2023 and October 2024, there were 176 cases where New Youth Housing Loan borrowers were students with no annual income. He asked if these should also be categorized as "straw buyers."

According to the investigation report passed by the Supervisory Yuan's Committee on Internal Affairs and Ethnic Affairs in June this year, the Ministry of Finance's overall review found that among the New Youth Housing Loan violations as of December 31, 2025, there were 14 cases of post-loan subletting that did not comply with regulations, where the borrowers were students with no annual income.

Supervisors Tsai Chung-yi, Wang Mei-yu, and Yeh Ta-hua pointed out in the investigation report that some speculators may be exploiting "student status" to apply for loans from financial institutions and then subletting the properties for profit after obtaining the loan. This action will squeeze the homeownership opportunities for genuine first-time homebuyers with owner-occupancy needs, and it is worthy of active and prudent consideration and response by the competent authorities.

In her response, Chuang Tsui-yun explained that the New Youth Housing Loan policy was launched in 2023 when the real estate market was on an upward trend. After the government observed the rising housing prices, it introduced the regulation of "only one loan per person in a lifetime" and required a self-declaration of owner-occupancy when applying for the loan. Regarding student loan applications, as long as they are adults and do not own property, they can apply for the loan, and banks will also require parental co-guarantees.

However, Wang Shih-chien further cited the Supervisory Yuan's report, indicating that as of March this year, there were as many as 2,897 resale cases involving the New Youth Housing Loan, with 1,835 cases having transaction profits of NT$1 million or more. He asked whether owner-occupancy checks should be strengthened in the future.

Chuang Tsui-yun emphasized that the New Youth Housing Loan policy can only be obtained once in a lifetime, and she hopes the public will cherish the government's good intentions.
