(Central News Agency, Taipei, July 9) Former Democratic Progressive Party (DPP) staffer Huang Chu-jung is accused of developing organizations for China by recruiting two individuals. The Taiwan High Prosecutors Office indicted him last year for violating the National Security Act's provision on developing organizations. The Taiwan High Court today announced its verdict, finding the charges proven, but one act was deemed an attempted offense. He was sentenced to 10 years in prison, with the right to appeal.

According to a press release issued by the High Prosecutors Office at the time, Huang Chu-jung's case was investigated by the National Security Maintenance Work Station of the Investigation Bureau of the Ministry of Justice, under the direction of the High Prosecutors Office and the Taiwan Taipei District Prosecutors Office. The recruitment of DPP staffer Chiu Shih-yuan and former advisor to the Ministry of Foreign Affairs office Ho Jen-chieh by Huang Chu-jung was under the jurisdiction of the High Prosecutors Office for violating the National Security Act's provision on developing organizations. After the investigation, an indictment was filed, requesting the High Court to impose a sentence of 12 years or more. Huang Chu-jung obtained approximately NT$6.08 million in work remuneration from Chinese intelligence personnel, which is considered criminal proceeds. The prosecution requested confiscation and recovery in accordance with the Criminal Code of the Republic of China and the Money Laundering Control Act.

According to the investigation by prosecutors and investigators, Huang Chu-jung, who had done business in China, was recruited by Chinese intelligence agencies starting in 2017. After returning to Taiwan, he allegedly recruited Chiu Shih-yuan. Both individuals received work remuneration and allegedly gathered intelligence, including state secrets of the President and Vice President during visits to diplomatic allies, from former Vice Presidential Office advisor Wu Shang-yu and Ho Jen-chieh.

Furthermore, Huang Chu-jung was accused of two counts of violating the National Security Information Protection Act by leaking and delivering classified national secrets to mainland China. He was also involved in money laundering. After investigation by the Taipei District Prosecutors Office, he was indicted. The first trial sentenced Huang Chu-jung to 10 years in prison.
