Since July 12, multiple regions in Liaoning Province have experienced heavy rainfall. According to the Liaoning Provincial Flood Control and Drought Relief Headquarters Office, as of 6:00 a.m. on July 13, a total of 171,412 people have been evacuated across the province. Emergency flood responses have been activated in 13 cities and 84 counties (cities, districts).
From 8:00 p.m. on July 12 to 11:00 a.m. on July 13, heavy to torrential rains hit central and northern Liaoning, with localized areas in Shenyang experiencing extreme downpours.
The heavy rains triggered flooding in four townships in Lingyuan City, Chaoyang Prefecture, affecting 4,337 people and damaging 303.33 hectares of crops. Two sections of provincial trunk roads were disrupted, 23 rural roads were cut off, and 18 were proactively closed. Major rivers including the Liao River, Hun River, and Taizi River saw significant rises in water levels.
On the evening of July 12, the Liaoning Provincial Grain and Material Reserve Bureau dispatched 20,000 relief items—including cotton quilts and towel blankets—to Qingyuan County, Xinbin County, Fushun County, and Wanghua District in Fushun City.
According to Xinhua News Agency, Typhoon Bavi is moving northeastward, bringing continued heavy precipitation to Liaoning, Jilin, and other regions. The China Meteorological Administration forecasts that from July 13 to 14, influenced by Typhoon Bavi and long-distance moisture transport, heavy rains will affect Anhui, Jiangsu, Shandong, Shanxi, and northeastern China, raising the risk of rainstorm-related disasters.
The China Meteorological Administration stated that Typhoon Bavi will move into the northern Yellow Sea via the Shandong Peninsula on the daytime of July 14 and gradually transition into an extratropical cyclone after July 15.
