According to Central News Agency, a man surnamed Chen was caught driving under the influence in Lingya District, Kaohsiung, in 2023, resulting in a NT$120,000 fine and license revocation. He also accumulated additional traffic fines and tax arrears totaling over NT$220,000, leading to enforcement proceedings by the Administrative Enforcement Agency Kaohsiung Branch.

Upon asset investigation, the Kaohsiung Branch discovered six townhouses and other real estate registered under Chen’s name. However, all properties had high-value mortgages, significantly limiting their liquidation value. Chen attended a hearing and explained that the properties were nominally registered under his name due to his family’s involvement in a notary business.

Chen stated he is currently unemployed, faces health issues, and is responsible for raising three young children. His license suspension has hindered job opportunities. Considering his circumstances, enforcement officers approved an installment payment plan.

The Kaohsiung Branch emphasized that the decision aims to support Chen in eventually reapplying for his driver’s license and rejoining the workforce. Upon full repayment, the property seizure records will be lifted. Additionally, Chen will be referred to alcohol dependency treatment services to help him fulfill his family responsibilities.
