Central News Agency reporter Hsieh Yi-hsuan, Taipei, 13th — Media reports claimed that the 6th River Management Office of the Water Resources Agency deliberately opened blocked gates, discharging wastewater into the Zengwen River. In response, the 6th River Management Office issued a press release today, clarifying the situation.
The office explained that the gates have been kept open since 8:00 a.m. on the 6th to reduce the risk of flooding during typhoon season, which is a standard flood prevention measure with no other considerations. It emphasized that identifying pollution sources is the responsibility of environmental regulatory authorities, and the office respects and fully cooperates with investigations.
All floodgate operations follow the standard operating procedures for sluice gates. Due to the strong impact of Typhoon Bavi, the 6th River Management Office acted solely based on flood control safety and drainage needs, with no possibility of special treatment targeting any specific water body. Gates are typically kept open to maintain waterway flow and are only closed when there is a risk of high external water levels or seawater backflow.
Regarding media reports of abnormal water color, aquatic life deaths, and rapid water quality screening results, the office stated that water quality monitoring, pollution source investigations, and liability determination are legally under the jurisdiction of environmental authorities. The 6th River Management Office respects these responsibilities and fully cooperates with investigations.
The Water Resources Agency emphasized that the primary mission of river and drainage facility management is to maintain flood discharge functions and protect public safety. For concerns regarding drainage and environmental issues, the responsible authorities should conduct legal investigations, identify sources, and develop improvement measures. The 6th River Management Office will continue to cooperate with relevant agencies to jointly safeguard river environments and public safety. (Editor: Huang Kuo-lun) 1150713
