Shih Chung-liang: Proposed Amendment to Medical Institution Standards to Discuss Three-Shift Nurse-to-Patient Ratios

Minister of Health and Welfare Shih Chung-liang stated on the 29th that international experience shows appropriate regulations on three-shift nurse-to-patient ratios have positive effects on patient safety and nursing satisfaction. The Ministry plans to establish a task force to discuss and amend the "Standards for Medical Institution Establishment"—authorized by the Medical Act—specifically regarding nursing staffing. This approach allows the Ministry to lead the changes without Legislative Yuan approval, providing a buffer period with full implementation expected by 2029. Shih emphasized a gradual, orderly transition to avoid "bed closure effects" and operational impacts on hospitals, ensuring a positive workplace for nurses to encourage retention. A budget of NT$27.5 billion is planned from 2025 to 2028 to support 12 nursing reform strategies.
