Hualien County authorities are reiterating that landowners are responsible for the cleanup of illegally dumped waste on their properties, particularly when the actual perpetrators cannot be identified. The Hualien County Environmental Protection Bureau issued a statement emphasizing the need for landowners to be vigilant when leasing out land, warehouses, or factories. Key precautions include carefully screening potential tenants to verify their background and intended use, signing comprehensive lease agreements that clearly define usage scope and environmental maintenance responsibilities, installing fences and surveillance equipment, conducting regular inspections, and retaining all rental-related documentation for future verification. The Bureau stressed that under Article 46 of the Waste Disposal Act, individuals found guilty of illegally dumping waste can face imprisonment of one to five years and a fine of up to NT$15 million.
