Airport Tout's Unpaid Fines of Over NT$710,000 Recovered by Taoyuan Agency via Insurance Policy Termination

(CNA, reporter Wu Jui-chi, Taoyuan, 18th) The Taoyuan Branch of the Administrative Enforcement Agency stated today that a man surnamed Zheng, who had been illegally soliciting passengers at Taoyuan International Airport for a long time, had accumulated 253 fines amounting to over NT$710,000. After Zheng started and then ignored installment payments, the Taoyuan Branch recently terminated his insurance policies by law to cover the debt with the surrender value. The Taoyuan Branch of the Ministry of Justice's Administrative Enforcement Agency stated this morning that Mr. Zheng (68) was engaged in long-term illegal soliciting and transport activities at Taoyuan International Airport from January to December of ROC year 113 (2024), resulting in 227 citations. Additionally, for traffic violations such as illegal parking and running red lights, he accumulated a total of 253 traffic fines, with an unpaid amount reaching NT$716,600. The case was transferred to the Taoyuan Branch for enforcement by the Dayuan Precinct of the Taoyuan City Police Department and the Traffic Adjudication Office. The Taoyuan Branch pointed out that on July 23 of last year, it dispatched personnel to Taoyuan Airport for a special enforcement operation, where they caught Zheng in the act of illegal soliciting. They immediately impounded his vehicle and seized NT$19,700 in cash from him. Zheng later went to the Taoyuan Branch and expressed his willingness to pay the debt in installments, but he stopped making payments after October of last year. The Taoyuan Branch said that upon investigation, it was found that besides a 26-year-old vehicle, Zheng had no other executable assets under his name. However, he held multiple insurance policies with an estimated surrender value exceeding one million NT dollars. The Taoyuan Branch repeatedly notified Zheng to propose a concrete repayment plan and informed him that if he refused to comply, his insurance policies would be terminated by law, but he continued to ignore the warnings. The Taoyuan Branch recently terminated Zheng's insurance policies, collecting the insurance surrender value to pay off the outstanding traffic fines of over NT$710,000. The Taoyuan Branch urges the public to use legal transportation when traveling to and from the airport and to avoid illegal 'white plate' taxis to protect their lives, property, and travel safety. The Taoyuan Branch will also continue to vigorously enforce all types of traffic violations and unpaid fine cases, jointly maintaining traffic order and safeguarding the image and dignity of the nation's gateway.
