A black miniature horse was found walking on Daye Road in Taipei's Beitou District on the 24th, marking its second escape this month. Police will fine the owner under the Road Traffic Management and Penalty Act, and the Animal Protection Office will impose a combined fine of NT$9,000 for the two incidents of the animal being left unattended on the road, in violation of the Animal Protection Act.
Taipei's Beitou Police Precinct stated that they received a report around 4:00 PM on the 24th about a miniature horse walking on Daye Road. Officers arrived and notified the male owner to retrieve the animal. It is understood that the horse is kept at a nearby farm and likely escaped through a gap in the fence.
Police will fine the owner between NT$300 and NT$600 under Article 84 of the Road Traffic Management and Penalty Act for 'allowing animals to run loose on the road and obstructing traffic.' The owner was already fined NT$300 for the first escape on the 1st of this month. Additionally, the Animal Protection Office stated that both incidents violated the Animal Protection Act, and they will impose a combined fine of NT$9,000. Police urged owners to manage their animals carefully to ensure public safety.
