Cultive Inc. (Headquarters: Nishi-ku, Yokohama, Kanagawa; CEO: Kiyoshi Ikeda), which operates the regional issue-solving platform 'river (Riba)' utilizing corporate hometown tax donations, will host an online seminar titled 'Life Design and Marriage Support to Attract Youth to Regional Areas' on Tuesday, July 28, 2026. This event is part of the 'Regional Revitalization Policy Utilization Series Seminars' aimed at explaining how various government agencies' systems can be utilized.

During this seminar, an official from the Children and Families Agency—the governing body of the policy—will explain the 'Regional Anti-Natal Decline Countermeasures Strengthening Initiative' (Regional Anti-Natal Decline Countermeasures Priority Promotion Subsidy). This initiative supports local governments in implementing measures related to marriage and child-rearing, as well as providing financial assistance—such as rent and moving cost subsidies—to newlywed households to alleviate the economic burden associated with marriage.

Seminar Overview

The purpose is to promote anti-natal decline measures in regional areas by enabling local governments to implement seamless support policies for marriage, pregnancy, childbirth, and child-rearing using subsidy funds.

Under the Children and Families Agency's 'Regional Anti-Natal Decline Countermeasures Priority Promotion Subsidy,' financial support is provided for local public entities' initiatives related to 'marriage promotion' and 'creating a warm society and atmosphere for marriage, pregnancy, childbirth, and child-rearing.' Additionally, the subsidy supports 'programs providing consultation and support for marriage, pregnancy, and co-parenting'—including rent and moving cost subsidies for newlywed households—to economically support new married life.

The subsidy supports local public entities' initiatives related to marriage and child-rearing (including marriage promotion and creating a warm social environment) and measures to reduce the economic burden of marriage by providing rent and moving cost subsidies to newlywed households.

By utilizing this system, local governments can promote themselves as supportive communities for marriage and child-rearing. Combined with regional revitalization efforts to create attractive towns for youth, this is expected to draw more young people to regional areas.

I am Shimada from the Children and Families Agency, responsible for anti-natal decline policies. As Director of the Office for Anti-Natal Decline Measures, I work on planning and developing policies to realize a society where people's desire to have children can be fulfilled—such as support for marriage, child-rearing, and work-life balance—while collaborating with relevant ministries and local governments and promoting initiatives. I value carefully listening to voices from the field and translating them into effective measures. Thank you for your participation today.
