dip Corporation (hereinafter "dip") has entered into a business partnership agreement with ONODERA USER RUN Inc. (hereinafter "ONODERA USER RUN"), a company that handles education, introduction, living, and retention support services for Specified Skilled Workers.

Amidst Japan's declining working population, a survey conducted by dip revealed that 74.3% of companies responded that they are experiencing a shortage of part-time and temporary workers. On the other hand, among companies that have implemented measures such as raising hourly wages or expanding job advertisement placements in the past year, 73.1% responded that the labor shortage has been "fundamentally resolved" or "temporarily eased," suggesting that these measures have had a certain effect. However, at the same time, nearly half of the companies that felt an effect, 49.1%, responded that it "temporarily eased but is still insufficient," indicating that long-term talent acquisition remains a challenge. To address this issue, flexible recruitment strategies that consider the utilization of foreign human resources are considered necessary.

dip has provided a wide range of recruitment support services to meet the diverse needs of companies, including Japan's largest job information service for part-time and temporary workers, "Baitoru," and the "KOBOT" series of services that support operational efficiency and customer acquisition. In addition to recruitment support through "Baitoru," combining this with "Specified Skilled Foreigners," who are expected to become key members of the workforce for up to five years, enables an optimal approach to labor shortages.

Meanwhile, a survey conducted by dip revealed the following concerns as reasons why companies are hesitant to hire Specified Skilled Workers:

Psychological and physical hurdles in introducing Specified Skilled Workers

Response Rate

Anxiety about Japanese communication (daily conversation)

53.3%

Anxiety about whether instructions and manuals (reading and writing) can be understood

44.1%

Complexity of management such as immigration procedures, visa applications, and reporting to the government

36.2%

Lack of internal systems and know-how for accepting foreign nationals

28.9%

By partnering with ONODERA USER RUN, which has a proven track record from free education overseas to support for employment and living in Japan, we aim to alleviate the concerns companies have regarding these "language and education barriers" and "complex application and procedure barriers."

Roles of Both Companies in This Business Partnership

Through this business partnership, both companies will leverage their respective strengths to build a joint support scheme that resolves the hurdles in introducing Specified Skilled Workers.

〈dip's Role〉

For companies using dip's services, we will provide information and disseminate know-how regarding the utilization of Specified Skilled Foreigners as a new option to address labor shortages, and introduce ONODERA USER RUN to interested companies.

〈ONODERA USER RUN's Role〉

For introduced companies, ONODERA USER RUN will provide one-stop services, from matching excellent Specified Skilled Workers who have undergone unique training at their own overseas bases, to handling complex immigration procedures and providing post-employment living support.

Joint Seminar to Be Held

A joint seminar titled "Clearing the 3 Walls of Foreign Employment Before Entry: 'Future Talent Acquisition'" will be held on July 9, 2026 (Thu) from 14:00 to 15:00. This seminar will feature the latest recruitment market trends and survey results of workers in the "caregiving industry," where the utilization of foreign human resources is particularly advancing, as a model case. It will explain new talent acquisition methods that resolve the three walls of "language," "culture," and "communication" that trouble the field before entry, thereby reducing the burden of acceptance. The challenges of "workplace acceptance burden" and "language and cultural barriers" are common themes across all industries. The content will be useful for companies in other industries to apply to their own recruitment, so please join us.
