Encourage Co., Ltd., which works on employment support for people with disabilities and employment support for companies, will launch the free e-learning service 'Work With Learning' to promote employment of people with disabilities on July 7, 2026, and begin practical support that companies require.
This service is a practical support platform aiming to enable stakeholders in different positions, such as HR managers, site managers, and site employees, to act with 'the same language and the same judgment criteria' through video content, with each video lasting 5 minutes. After a monitor period with 32 companies and 67 individuals engaged in disability employment, we received positive feedback with 96% evaluating it as 'easy to understand,' and will begin full-scale provision on our official website starting today.

Background: Three Barriers Hindering 'On-Site Implementation' of Disability Employment
The statutory employment rate will be raised to 2.7% in July 2026, and the necessity of engaging in disability employment is increasing year by year. On the other hand, in the sites we have supported, we have repeatedly encountered the same barriers at the stage of translating knowledge into action.
'I don't know where to start' - While information on systems and laws can be obtained, it's unclear what needs to be done within one's own company.
'Responses vary depending on the person in charge' - Relies on individual experience levels, lacking organizational reproducibility.
'Even after learning from videos, the site doesn't move' - Even if learned as knowledge, it doesn't translate into on-site action.
In a monitor survey conducted by our company with 67 individuals from 32 companies, 80% felt challenges particularly in the scene of 'team preparation before new employee onboarding,' and 68% cited 'inability to align internal common understanding' as an issue. These voices have become the starting point for the design of Work With Learning.
Three Features of Work With Learning
Feature 1: With 5-minute videos, directly linked to specific on-site cases
Content is designed based on actual on-site scenarios rather than explanations of systems. It can be viewed during spare moments, and you can obtain a 'template' that can be used immediately on-site after viewing. In the monitor survey, 88% responded that the video length was 'just right.'
Feature 2: 'Personalization' through role-based learning paths
Provides recommended viewing routes for four roles: HR managers, recruitment staff, site managers, and onboarding staff. It resolves the issue of 'not knowing where to start' and allows you to gain learning relevant to your position in the shortest distance.
Feature 3: Creating 'Internal Common Language'
By having HR and the site, or management and staff, view the same content, the entire organization can develop the same judgment criteria. It resolves the issue of knowledge becoming siloed due to personnel transfers and transforms insights into organizational mechanisms. In the monitor survey, 78% cited 'ability to align internal common understanding' as the greatest value.
Content Structure: Two Learning Tracks
Work With Learning offers two tracks that can be selected according to your company's disability employment phase.
01 Basic Knowledge Edition
This edition covers basic knowledge for those who are about to start disability employment or are involved for the first time.
It covers everything from legal and system information to what should actually be done on-site. It is effective for departments that will be accepting new employees for the first time, or for those who know the system but have not yet implemented it in practice.
02 Problem-Solving Scenarios Edition
This is a case study for those who are already managing disability employment and are facing difficulties.
It is a practical, case-study-based approach derived from actual on-site situations. You can learn thinking processes and hints for response for specific scenarios. It is ideal for HR and site personnel facing individual challenges, and for those who want to align response judgment criteria within their company.
Recommended Routes by Target Audience
Users can start viewing from one of four recommended viewing routes tailored to their job title and role.
● Basics that all staff should know
● For Recruitment Staff
● For Site Managers
● For Onboarding Staff
Monitor Results: Verification by 67 individuals from 32 companies
This service conducted a monitor period from November 2025 to February 2026, targeting 67 individuals from 32 companies engaged in disability employment. The main results from the post-viewing survey (50 respondents, 75% response rate) are as follows:
Ease of Understanding: 96% responded 'Very easy to understand' or 'Easy to understand'
Video Length: 88% responded 'Just right'
Usage Scene: 80% responded it was effective for 'preparation before new employee onboarding'
Problem Solved: 78% felt value in 'ability to align internal common understanding'
Information Sufficiency: 96% responded 'Obtained necessary information'
Voices from Monitor Companies
"We were exposed to many specific examples and recommended 'answers' related to practical work. While there are services that teach legal and academic content, that is 'knowledge,' not 'wisdom.' WWL, which can be immediately applied to work, offers overwhelming practical benefits." - Employee count 100-499 / Manager
"Information on disability employment tends to be fragmented, but this content is highly valuable in terms of creating a 'common language.' It can be deployed not only for HR personnel but also for site managers and surrounding employees to align on 'what needs to be covered at a minimum.'" - Employee count 1,000+ / HR and Promotion Staff
